California CSLB Law & Business Exam Prep
What is the California CSLB Law & Business exam?
The Law and Business examination tests business management and construction-law knowledge used by California contractors. CSLB says qualifying individuals generally must pass the standard Law and Business exam and a classification-specific trade exam. A trade exam is not required for the C-61 Limited Specialty classification, and some applicants may qualify for an examination waiver. CSLB makes the final eligibility decision.
Important: The Law and Business exam is closed book. CSLB’s current study guide says no reference materials may be used during the examination.

| Safety | 14% | Training, reporting, general safety, and hazardous materials |
Percentages are approximate and may change. Always compare your plan with the latest CSLB study guide before testing.
How to prepare for the CSLB Law & Business exam
- Start with the official outline. Download the current CSLB Law and Business study guide and use its topic weights as your checklist.
- Take a baseline quiz. Use the free Law & Business practice test before heavy studying so you know where to focus.
- Study the rules, not just the answers. Review contracts, employment, licensing, finance, insurance, liens, public works, and safety until you can explain why an answer is correct.
- Practice under exam-style conditions. Use closed-book, timed sessions and review every missed question. CSLB says there is no penalty for guessing, so practice answering every question.
- Retest weak sections. Spend more time on low-scoring topics, especially the higher-weight sections, rather than repeating material you already know.

Free CSLB resources versus paid exam prep
Start with CSLB’s free materials. The official guide is the authoritative source for exam scope, topic weights, sample questions, and test policy. Paid preparation can add structure, explanations, and more repetition, but it should supplement—not replace—the current CSLB material.
Peerless is a practical fit for applicants who want self-paced California-specific preparation. It is not live tutoring, and no prep provider can guarantee a passing result.
Law & Business technical sample questions
Practice note: These are original Peerless business-math and job-management scenarios based on the public CSLB outline. They are not legal advice or actual state-exam questions.
1. Build overhead and profit into a bid
A job has $20,000 in direct cost. The contractor adds overhead equal to 10% of direct cost, then profit equal to 8% of the direct-cost-plus-overhead subtotal. What is the bid before tax?
- $22,000
- $23,600
- $23,760
- $25,200
Show answer and calculation
Answer: C — $23,760. Overhead = $20,000 × 10% = $2,000. Subtotal = $22,000. Profit = $22,000 × 8% = $1,760. Bid = $23,760.
2. Check short-term cash
A $50,000 contract produces a 40% payment before a phase begins. That phase requires $12,000 in materials and $5,000 in payroll before the next payment. How much of the initial payment remains?
- $3,000
- $8,000
- $17,000
- $20,000
Show answer and calculation
Answer: A — $3,000. Initial payment = $50,000 × 40% = $20,000. Subtract $12,000 and $5,000, leaving $3,000.
3. Control a scope change
A customer requests added work that changes both price and completion time. What is the best business-control step before performing the added work?
- Rely on a verbal approval
- Perform it and price it at the end
- Document scope, price, and time impact in a signed written change
- Ask a supplier to approve it
Show answer
Answer: C. A written, signed change that identifies scope, price, and schedule impact reduces ambiguity and gives the project team a clear basis for cost and scheduling. Verify current California contract requirements for the specific project type.
4. Calculate break-even revenue
A contractor has $120,000 in annual fixed costs and an average contribution margin of 30%. Approximately how much annual revenue is required to break even?
- $36,000
- $120,000
- $360,000
- $400,000
Show answer and calculation
Answer: D — $400,000. Break-even revenue = fixed costs ÷ contribution-margin ratio: $120,000 ÷ 0.30 = $400,000.

Frequently asked questions
Do California contractor applicants take both Law & Business and a trade exam?
Usually, yes. CSLB says qualifying individuals generally take the Law and Business exam plus a trade or certification exam. The C-61 Limited Specialty classification does not require a trade exam, and some applicants may qualify for waivers. Check your application status and instructions directly with CSLB.
Is the CSLB Law & Business exam open book?
No. The current CSLB Law and Business study guide describes it as a closed-book examination and says reference materials cannot be used during the test.
What should I study first?
Begin with the current CSLB outline and a baseline practice test. Then prioritize your weakest high-weight sections, such as contract requirements, employment requirements, and business finances.
Are Peerless practice questions actual CSLB exam questions?
No. Peerless practice questions are study questions designed around the published subject areas. They are not copied from the state examination.
How long should I study?
There is no single schedule that fits everyone. Your experience and baseline score matter. Use a diagnostic quiz, study the weak sections, and continue closed-book practice until your results are consistently strong across all seven areas.
Is Peerless Institute affiliated with CSLB?
No. Peerless Institute is an independent exam-preparation provider and is not affiliated with or endorsed by the California Contractors State License Board.
