How Much Does a Roofing (C-39) Contractor License Cost?
The fixed CSLB fees for a new C-39 license are $450 for the original application and, after approval, $200 for a sole owner or $350 for a non-sole owner. A $25,000 contractor bond is a separate requirement, not a $25,000 fee. Figures were checked July 12, 2026.
CSLB fee breakdown
| Item | Amount or treatment |
|---|---|
| Original application | $450 |
| Initial fee, sole owner | $200 |
| Initial fee, non-sole owner | $350 |
| Contractor bond | $25,000 bond amount; premium varies |
| Live Scan rolling fee | Varies by site |
| Exam fees | Paid to the testing vendor |
The CSLB fee page separates application, licensing, Live Scan, and bond items. Budget the bond premium, not the full $25,000 amount. Confirm PSI charges after CSLB refers you for examination.
Budget checklist
Choose the entity and C-39; reserve $450; confirm exam charges; price the bond premium; add Live Scan, insurance, workers’ compensation, and tools; then reserve $200 or $350 after passing.
Frequently asked questions
Is the $25,000 bond a $25,000 fee?
No. It is the bond amount. The applicant normally pays a premium to the surety, so keep that premium separate from CSLB fees.
Does C-39 change the application fee?
No. The original application fee is listed for one classification. Entity choice, bond underwriting, fingerprinting, insurance, and testing can change the total budget.
What comes after passing?
CSLB may require the initial fee, contractor bond, asbestos open-book examination, and workers’ compensation documentation. Follow the current Bond and Fee letter.
Are exam fees included in $450?
No. CSLB says examination fees are paid directly to the approved testing vendor. Confirm the current charge in the notice and PSI account.
