California State Contractor Licensing Information

The California Contractors State License Board (CSLB) generally requires a contractor's license when a project requires a building permit, uses additional workers, or has a total value of $1,000 or more in combined labor and materials. The $1,000 threshold took effect January 1, 2025. Understanding the requirements before you apply can save time and help you prepare effectively.

Who Needs a License?

An individual, firm, or corporation that constructs, alters, repairs, or improves a building, road, or other structure in California for compensation generally must be licensed when the work meets any of the conditions above. This includes general contractors, specialty contractors, and subcontractors. Always confirm the current requirements with the CSLB for your specific project.

License Classifications

The CSLB issues licenses in three main categories:

  • Class A — General Engineering Contractor: Projects involving fixed works that require specialized engineering knowledge and skill.
  • Class B — General Building Contractor: Projects involving two or more unrelated building trades or crafts.
  • Class C — Specialty Contractors: Trade-specific classifications such as electrical (C-10), plumbing (C-36), warm-air heating, ventilating and air-conditioning (C-20), roofing (C-39), and others.

Basic Eligibility Requirements

  • Be at least 18 years of age
  • Have a valid Social Security number or Individual Taxpayer Identification Number (ITIN)
  • Have at least four years of journey-level experience in the classification within the applicable qualifying period
  • Pass each CSLB examination required for the classification
  • Pay all applicable fees
  • Obtain the required contractor's bond and provide workers' compensation insurance information when applicable

The Licensing Exam

Most applicants must pass two examinations:

  1. Law and Business examination — covers California contractor law, business practices, liens, employment requirements, safety, and related topics.
  2. Trade examination — covers the technical knowledge specific to the license classification.

CSLB examinations are administered at PSI testing centers. Requirements can vary by classification and applicant, so follow the instructions in your CSLB examination notice.
